Russian Railways, Gazprom Neft and VTB combine expertise to develop Resource Management Systems

OJSC Russian Railways, Gazprom Neft and VTB Bank have created a board of trustees under the autonomous non-profit organisation the National Competence Centre for Holding Management Information Systems (ANO "NCC ISU") with the aim of consolidating expertise in the development of draft national Resource Management Systems (RMS). The agreement between the three companies was reached at the St. Petersburg International Economic Forum.

The board of trustees will ensure the selection of key areas for the development of domestic resource management systems, taking into account inter-industry requirements and existing experience in rail transport, the fuel and energy complex, the financial sector, logistics and other industries and sectors.

The partnership agreement is aimed at increasing the competitiveness of domestic enterprises by formulating requirements for the creation of a digital platform and unifying approaches to resource management at the national level.

Earlier, during the first stage, ANO "NCC ISU" designed the RMS architecture and created a technical assignment for its developers, including 1C. ANO "NCC ISU" is also open to communications with vendors to expand the range of domestic RMS class solutions.

Oleg Belozerov, the Chief Eexectuive Officr and Chairman of the Board of OJSC Russian Railways:

"We are confident that joint work on the Resource Management Systems will integrate the best practices of logistics and security management, while also accelerating the digital transformation of the country’s entire transport system. In particular, as part of the activities of ANO "NCC ISU", we managed to consolidate the requirements of the largest customers to finalise the core of the 1C product. Now, everyone can use these developments, along with other standards of the new national platform, to integrate it into their infrastructure or create similar solutions."

"VTB’s participation on the Board of Trustees is support for the country’s most important IT project and an opportunity to contribute our expertise to the development of domestic digital platforms," said Andrey Kostin, the President and Chairman of VTB’s Management Board. "It is important to work together, taking into account the experience of various industries, to develop a methodology for creating national resource management systems. This will become the foundation for interaction between all market participants. We see this as an incentive for the development and implementation of modern financial and risk management tools based on domestic solutions. Our partnership will drive the development of Russia’s digital economy."

"The development and implementation of a national RMS platform is a unique project that is of great importance for the further development of the domestic economy," said Alexander Dyukov, Chairman of Gazprom Neft’s Management Board. "Russia must have its own high-quality and high-tech product in this area, ahead of its foreign counterparts in terms of its characteristics. A whole pool of companies is involved in the creation of a domestic RMS platform. Our partnership with Russian Railways and VTB within the framework of this project is important both in terms of combining competencies and the formation of uniform standards when creating a product, while taking into account the specifics of the economy’s different sectors."

ANO "NCC ISU" was established on 6 February 2023 by OJSC Russian Railways, Gazprom Neft and the T1 holding. The organisation consolidates the competencies of IT market participants and customers to create domestic resource management systems capable of solving complex problems and processing large amounts of information for the country’s largest enterprises.

ERP (Enterprise Resource Planning) is an integrated software for managing the main business processes of a company. It combines various functions of an organisation, such as finance, HR management, production, logistics, sales and procurement, into a single information environment. Corporate-level systems are subject to increased requirements for scalability, performance, reliability and security of operation, which are excessive for small and medium-sized businesses.
