3 When booking tickets for JSC Federal Passenger Company (FPC) trains at sales points of the Russian Federation. When booking tickets for JSC Federal Passenger Company (FPC) trains at the sales points of foreign railway administrations – no fee is charged for the transportation of animals to participants in the Agreement between the Railway Administrations of the Member States of the Commonwealth of Independent States, Georgia, the Republic of Estonia, the Republic of Latvia and the Lithuanian Republic, on the specifics of the application of certain norms of the Agreement on International Passenger Traffic (SMPS) – SP SMPS, in accordance with Article 14 of Appendix 1 to OP SMPS.

NOTES

  1. The transportation of small animals is carried out in containers, which must be placed in places designed to accommodate hand luggage and whose size in the three dimensions of length, breadth and height should not exceed 180 cm and which must be arranged in such a way that the possibility of harm to passengers and the carrier is excluded.
  2. No more than two small animals can be transported in one container.
  3. The criterion for classifying a dog as “large” or “small” is the possibility of transporting the dog in a container.
  4. The transportation of “small” dogs without packaging is carried out under the conditions of transportation of “large” dogs.
  5. The transportation of large and service dogs is carried out in a separate compartment under the supervision of their (accompanying) owners with payment of the full cost of all unoccupied seats/berths at the rate for the transportation of an adult passenger without additional payment for their transportation.
  6. Large and service dogs must be kept muzzled and on a leash and kept on the floor of the compartment in which they are transported.

Disabled people can carry guide dogs with them in all types of carriages if they have a document confirming their special training. There is no charge for the transportation of guide dogs, and no transportation documents are issued. The guide dog must have a collar and muzzle and be located at the feet of the passenger it is accompanying.

In order to improve the quality of service for passengers with limited mobility on the Lastochka trains operated by JSC Federal Passenger Company (FPC) and the Directorate of High-Speed Communications (DOSS) and running on domestic services (except for international trains), passengers have the right to transport small pets, dogs, cats and birds as hand luggage (hereinafter referred to as – animals) when passengers travel in special places for disabled people in carriages with seats.

The transportation of animals is carried out in accordance with the Rules for the Transportation of Passengers, Baggage and Cargo Luggage by Rail as approved by Order No. 352 issued by the Ministry of Transport of the Russian Federation on 5 September 2022 and registered with the Ministry of Justice of the Russian Federation on 27 October 2022 as No. 70720.

No booking is required for the transportation of animals to the specified places and no fee is charged.
