HAND BAGGAGE RULES
A passenger travelling on a long-distance train has the right to carry per ticket free of charge, in addition to small items, hand luggage weighing no more than 36 kg (in carriages with 2-berth compartments (sleeping cars) - 50 kg) whose total size in all 3 dimensions does not exceed 180 cm.
A passenger travelling on a suburban commuter train has the right to carry per ticket free of charge, in addition to small items, hand luggage weighing no more than 36 kg whose total size in all 3 dimensions does not exceed 180 cm.
The right to carry hand luggage does not apply to children travelling on tickets issued without a seat/berth.
When travelling on long-distance trains, a passenger has the right, in addition to the established norm, to carry hand luggage weighing up to 50 kg per ticket, additionally purchased at the full fare at the tariff for the transportation of an adult passenger. When a passenger pays for additional seats at the full fare, the hand luggage allowance is calculated based on the number of tickets s/he has booked.
On a commuter train, a passenger has the right to carry up to 50 kg of hand luggage in addition to the established norm for a fee.
On a commuter train, passengers are allowed to carry as hand luggage for an additional fee items whose total size in the sum of all three dimensions exceeds 180 cm, regardless of whether the passenger has hand luggage, no more than one item per ticket. The list of items allowed for transportation on commuter trains for an additional fee as hand luggage is established by the Rules of the Carrier.
For each item transported on a commuter train whose total size in the sum of all three dimensions exceeds 180 cm, regardless of its weight, a fee is charged whose amount is established by the rules of the carrier.
Vehicles with internal combustion engines are not allowed on suburban commuter trains.
On suburban commuter trains, passengers are allowed to carry one or more pairs of skis (snowboards) in one case free of charge. The list of other items permitted for transportation without charging an additional fee is established by the Rules of the Carrier.
Without charging an additional fee, in all carriages (except second-class carriages with seats (general carriages) and carriages in motor-car rolling stock with seats) of long-distance trains, passengers are allowed to carry no more than one pair of skis (snowboards) as hand luggage whose total size in the sum of all three dimensions exceeds 180 cm. The list of items exceeding 180 cm in the sum of all three dimensions and permitted for transportation without charging an additional fee is established by the Rules of the Carrier.
The list of items that are allowed to be carried as hand luggage for an additional fee if their size together with the rest of the passenger’s hand luggage in the sum of all three dimensions exceeds 180 cm, regardless of their weight, is established by the Rules of the Carrier.
For each item carried for an additional fee on a long-distance train, a baggage fee weighing 30 kg will be charged. Booking such transportation is done out at the ticket office using a “baggage in hand” receipt.
If items are transported using an additionally purchased ticket, then no additional fee will be charged for baggage weighing 30 kg.
If, when boarding a long-distance train, a passenger refuses to check in excess hand luggage for transportation as baggage on a long-distance train, the carrier has the right to refuse to transport such hand luggage.
Passengers with children and disabled people with limited mobility are allowed to carry on trains in excess of the established carry-on baggage allowance without charging a fee, respectively, a child’s stroller and a wheelchair, as well as other technical means of rehabilitation necessary for their movement.
Passengers’ belongings carried with them, regardless of their type and type of packaging (hereinafter referred to as hand luggage), must be placed by passengers in passenger carriages in the places intended for hand luggage, based on the design features of the respective carriage.
Hand luggage must be placed by the passenger in such a way so as not to interfere with the passage of other passengers.
It is not allowed to place hand luggage in the aisles between seats, in corridors and vestibules of carriages.
The priority right to use the lower seat/berth for placing hand luggage on long-distance trains accords to the passenger travelling on the lower seat/berth, while the right to use the upper berth accords to the passenger travelling on the upper berth. Moreover, if the design features of the carriage provide only a lower (upper) berth for placing hand luggage, then passengers, regardless of the seat/berth occupied, have equal rights to use the lower (upper) berth for placing hand luggage.
The integrity and safety of hand luggage carried by a passenger is the responsibility of the passenger.
If there is any doubt about the weight of hand luggage carried by a passenger, the carrier has the right to require that it be weighed. Weighing hand luggage is carried out at train stations and other places established by the Rules of the Carrier. If the weighed hand luggage exceeds the established norm, then a fee established by the Rules of the Carrier will be charged for weighing.
Articles (items) that can damage or contaminate the carriage and the belongings of other passengers, as well as foul-smelling, flammable, highly inflammable, poisonous, explosive and other dangerous substances are not accepted for carriage as hand luggage. The transportation of lighters, perfumes and cosmetics in aerosol packaging, household chemicals in consumer packaging, and tourist gas cylinders (with a maximum gas weight of no more than 500 grams is allowed).
The transportation of firearms and ammunition transported by individuals and legal entities as hand luggage is carried out in accordance with the requirements of Federal Law N 150-FZ “On Weapons” passed on 13 December 1996.
If a passenger on the train is found to be carrying among his hand luggage articles (items) prohibited for transportation as hand luggage, the carrier shall take measures to remove such a passenger and his or her hand luggage from the train if the passenger refuses to remove such hand luggage from the train.
Fare refunds for untravelled distances on long-distance or commuter trains and other payments are not made in such cases.
If a passenger is found on the train carrying unpaid hand luggage in excess of the established norm, such a passenger will be charged a carriage charge for the entire passenger’s route and a fee for the provision of services for the carriage of hand luggage. If a passenger refuses to pay for the carriage of excess hand luggage or the fee for the provision of services for the carriage of hand luggage on a train, the carrier shall take measures to remove the passenger from the train.
The fee for the provision of services for the carriage of hand luggage is established by the Rules of the Carrier.
In this case, the fare for the untravelled distance on the train will not be refunded.
The transportation of materials of biological origin, including those containing pathogenic biological agents (PBA) in pathogenicity groups I - IV <88>, is allowed as hand luggage in a separate compartment of a carriage with 4-seat/berth compartments under the supervision of two accompanying persons.
Booking tickets by an accompanying person is carried out on a general basis with payment for the full cost of all seats/berths in the compartment. The carry-on baggage allowance is calculated in accordance with the Rules of the Carrier.
When transporting materials of biological origin from an intermediate station, at the request of the sender, the carrier reserves a separate compartment from the point of initial departure of the train. In this case, a fee is charged equal to the cost of tickets for all the seats/berths in a compartment for the entire distance of such a compartment from the station of initial departure of the train to the station of destination of materials of biological origin.
The transportation of biological material containing pathogenic biological agents is carried out in accordance with sanitary and epidemiological rules, including packaging requirements.
